Seminonsequitur: As great as audio downloading and streaming are, I think that they tend to draw focus away from album art. Which is a shame, because some of it was really great.
My answer is going to date me as a child of the mid-90s. I always thought that Pearl Jam did a masterful job transforming their early albums into compact galleries. No Code may have been an unremarkable album, but it had really, really great artwork. I thought that Tori Amos' Under the Pink and Boys for Pele also had some pretty outstanding designs. These days, I like what the Go! Team has done.
